EXCERPTS AND COMMENTS OF MIAMI COUNTY SHERIFF'S DEPARTMENT INCIDENT REPORT - JENNIFER MORGAN'S DEATH

TRUTH, RANTS, RAVES & SADNESS

After several attempts to schedule an appointment with Sheriff Frank W. Kelley of the Miami County Sheriff's Department, Paola, Kansas to discuss Jennifer Morgan's death, we finally met with him and several detectives on January 29, 2011.  Dave and I drove to Paola, Kansas for this meeting.  We all met in a large room at their headquarters.  They were quoting a report and I asked for a copy.  I was told that I could not have a copy.  I refused to give up and demanded a copy of the report that described how they found Jennifer and the investigation surrounding her suicide.  Sheriff Kelly told the detectives to give us a copy of the report.  Her case was listed as an "UNATTENDED DEATH".  On Page 3 of the Incident Report there was a person listed as a "Witness" and the name was "redacted" which means it was blacked out so we couldn't see it.  We asked why and were told "it didn't make any difference".  Maybe it made no difference to them, but if someone saw something, I wanted to know.   I got no answer.

EXCERPT

On 11/24/10 a complaint was made that a Chevy Suburban Z71 was backed into the parking area in Hillsadale State Park at the Sunflower Day Archery Range.  Two officers investigated the complaint and found in the driver's seat a subject (later identified as Jennifer Morgan) slumped over the center console.  The drivers side window was broken. (Two people who were long time campers at the lake made the complaint about the car being parked there.)

While already on the scene, a report was made by the owner of the vehicle (NATALIE BRIGHT) to the Olathe Police Department that Jennifer Morgan was missing.  As I stated in previous blogs Jennifer Morgan had been missing from 12:00 noon on Tuesday, 11/23/10 until after 10:00 am, Wednesday, 11/24/10.  The Olathe Kansas Police Department and Natalie Bright knew this and did nothing.  The Police Department (Greg O'Halloran and Bill Wall) knew her gun was also missing and probably with her.  She was missing more 18 to 22 hours before anything was done.  The Miami County Sheriff's Department took a complaint about a "PARKED CAR" and accidentally found Jennifer Morgan's body.

Olathe Police Chief Steven Menke, Olathe Police Chaplain Bob Graham and Olathe Police Captain Shawn Reynolds arrived on scene at 12:30 hours.  The Deputy Lopez of the scene was told by Captain Reynolds that Jennifer Morgan was taking "Xanax".  This "CAPTAIN" as well as the others there knew Jennifer was taking Xanax and she was still allowed to have a gun.  Before they went to the scene supposedly they went to Jennifer's house and found an empty Xanax bottle.  Jennifer Morgan's autopsy showed no Xanax in her system, so who emptied the bottle?

SUPPLEMENT NARRATIVE: SCENE RESPONSE
DETECTIVE RONNIE BURKE

NARRATIVE

An inspection of the interior of Jennifer's car was performed.  A couple of CVS Pharmacy receipts were recovered and a 2GB thumbdrive were taken as evidence.  Miami County EMS was contacted to send a "death investigator" to the scene.  An Office Lucas checked park records and determined that Natalie Bright had purchased a temporary parking pass to the park on April 29, 2007. WHY?

They found a Glock handgun in Jennifer's lap and noted that it was a .40 caliber model 22.  The right side of the slide had the engraving "OLATHE POLICE", indicating that it was either a current or past department issued weapon.  It was secured with a cable gun lock through the open chamber and secured in an evidence bag.  Captain Reynolds and Chief Menke were then allowed to view the crime scene.  "It should be noted that Captain Reynolds was allowed to enter the vehicle and was wearing rubber gloves to ensure a secure crime scene".  I later asked Captain Reynolds what was he doing in Jennifer's car with her body and he replied "to make sure there was no foul play".  That didn't make any sense to me, they were already calling it a suicide.  Dave and I are convinced that Jennifer Morgan left a note and that was why he entered the car.

At a much later date I obtained the death scene photos and autopsy report.  We hired the Bath Law Firm and an independent investigator, Bill Powell, to look at the Police Report, pictures, etc. to confirm Jennifer Morgan pulled the trigger and there was no foul play.  However, it was said someone could have been standing outside the car "egging her on".

The next blog will continue with the Miami County report.
